  • Job Title : Health Safety Environment Security (HSES) Officer
  • Reports To : HSES Advisor
  • Overall Purpose of Role:
  • Ensuring that company HSES management systems are executed in accordance with set schedules / standards and
  • assist in facilitating ongoing regulatory compliance with all applicable HSES regulations and obligations.
  • Primary Responsibilities, Authorities & Accountabilities:
  • ▪ Monitor compliance to the Company Health, Safety, Environment and Security standards and procedures and
  • provide necessary feedback / advice to line supervision / management team.
  • ▪ Implement Company HSES Policies and Procedures at site and ensure they are posted, communicated to the
  • workforce, understood and followed.
  • ▪ Assist Supervisors in delivering pre-task Toolbox Talks to the workforce on the control measures identified in risk
  • assessments and safe systems of work.
  • ▪ Monitor and support the company Permit To Work system implementation, and audit field compliance.
  • ▪ Undertake a weekly Toolbox Talk within department personnel and ensure that records are maintained.
  • ▪ Assist and participate in emergency drills and during real emergency situations within COMPANY, if trained and
  • authorised to do so.
  • ▪ Assist with incident investigations and compilation of incident reports.
  • ▪ Carry out regular gas tests of confined spaces if trained and authorised to do so.
  • ▪ Carry out any other duties as instructed by HSES Manager / HSES Advisor accordingly.
  • ▪ Promoting HSES awareness and ensure all personnel utilise necessary PPE / RPE to company standards.
  • ▪ Actively contribute to HSES Dept. meeting KPIs.
  • ▪ Carry out regular inspections of work areas and all Fire and Safety equipment and maintain records. Immediately
  • report any deficiencies.
  • ▪ Take an active role in conducting, monitoring and implementation of hazard control processes including Task Risk
  • Assessments (TRAs), Job Safety Analysis (JSA), Permit-to-Work documentation, Take 5 and Stop-for-Safety
  • instruments.
  • ▪ Ensure all HSES related data / records are appropriately documented and recorded.
  • ▪ Challenge, stop and correct all unsafe acts and unsafe conditions witnessed. Unsafe conditions and unsafe acts
  • are to be reported immediately by way of Near Miss / Incident Report, when highlighted.
  • ▪ Participate in HSES audits (internal and external) where applicable.
  • ▪ Assist supervisors with the implementation of company HSES induction and training modules to all applicable
  • personnel (employees and subcontractors).
  • ▪ Monitor and report all applicable HSES related statistics, improvements, project requirements, training and
  • development of HSES related topics for individual area of responsibility.
  • ▪ Conduct Lux and noise surveys on a weekly basis across areas of responsibility, record and communicate any
  • deficiencies.
  • ▪ Participate in weekly project HSES walkthroughs and action follow up.
  • ▪ Ensure compliance to HSES policies and procedures as applicable.
  • ▪ Ensure compliance with all applicable information security policies & procedures.
  • Key Performance Indicator:
  • ▪ Level 1 Management Incident Investigation to be conducted within 7 days of incident occurrence.
  • ▪ Annual SOAP card and HSES Inspection KPI attainment.
  • ▪ Monthly inspection of all fire and safety equipment.
  • Role Specific Competencies:
  • ➢ 2 years previous experience in a similar role within the GGC.
  • ➢ Ability to communicate well with COMPANY Management, Client and other parties, peers and workforce (English
  • as first / second language).
  • ➢ Ability to work unsupervised and as part of a team.
  • ➢ Ability to react appropriately in emergency situations and work calmly under pressure.
  • ➢ Educated to secondary school level.
  • ➢ Working towards or completion of NEBOSH International General Certificate (IGC) course.
  • ➢ Successfully completed IOSH Managing Safely course.
  • ➢ Competent understanding and communication of HSES LGMS and their implementation in respect to industrial
  • yard and project operations.
  • ➢ Ability to identify and implement HSES control processes to support the attainment of organizational HSES
  • objectives, KPI’s and deliverables.
  • ➢ Undergone training in Incident Investigation and Root Cause Analysis.
  • ➢ Successfully completed Basic First Aid training, Basic Fire and Rescue and Authorised Gas Test training.
